Called to order at 9:10 by Billy Smith, Co Chair. Introductions. 1. Neil Hammerschmidt: Review of Business Plan & NAIS Updates: A. USDA is continuing to follow the Business Plan. Focus on the cattle sector based on this plan. USDA will be publishing the first official version of the business plan soon. Specific to the Equine Industry, almost no change except for the feedback from the ESWG. The animals with the most commingling will be the highest target. B. Strategy #3 – Most Important. Standardized Data Elements. There is a PIN working group that will decide how the PIN will be used. All regulatory programs will use NAIS, NAIS is becoming a part of these regulatory activities. C. Use of standards in the programs – proposed rule that will be published for comment. First destination for imported livestock will have to have a PIN, this will also apply to the last premises for animal exported. This will be the premises prior to the quarantine station for export, and after the quarantine for import. Rule will be published in August for the 90 day comment period. In the same proposed rule, there will be a requirement for animals that are imported and exported must have an ISO compliant AIN RFID microchip. These are PROPOSED RULES. D. COOL is coming down the pike in September, the administration wants to use 840 ID devices for food animals that would reflect U.S. born, the interim rule will prohibit the use of 840 ID for animals not born in the U.S. E. Jockey Club is asking that all foals born be microchipped with the country of birth chip. F. This administration is very clear that if you are not participating in the certain activities it remains voluntary. F. Dr. Beeman brought up the type of the chip – NAIS only approved 840 numbering. H. There is an application from AVID to make an 840 chip. I. Neil addressed the privacy of the information. A “freelance journalist” has filed papers to get information on premises of livestock. This is being handled by the Department of Justice at this time and the USDA is waiting for them to review. J. If a facility does not want a pin but is part of a disease regulatory program, it will be assigned a pin. 2. Jockey Club 840 Microchip Distribution Report – Dan Fick Jockey Club is an AIN manager and will distribute chips for $20, they will only distribute to those with a premises ID. AAEP considers this a veterinary procedure. Information including an article, ad, letter and other documents regarding this program were distributed to attendees. They officially launched the program in March but believe until it is mandatory, the breeders will not comply. They have sold about 100. The price of the scanners is a pushback for many farms. Some rescue and retirement programs are showing interest. Karin Bump reported that New York State has a voluntary program that if farms comply they get one free scanner and 20 microchips. This has worked well. 3. Educating Regulatory Program on NAIS Use – Dan Fick – Dan feels that most breed associations, etc are fairly well educated. Dan tries to talk to as many groups as possible about the program, microchips, etc. Many think there are GPS capabilities, one of many misconceptions. RCI is going to discuss adding microchips to the list of accepted id for horses on racetracks. Dr. Beeman commented that it is very disappointing that people still don’t understand the work gone behind this and that it is important. He commented on the fact that we are one disease outbreak from having a program put upon the horse industry. Billy has had many discussions regarding the difference between the chips, Billy is happy to talk to groups about this issue. 4 . Penn State University USDA Grant NAIS Project Update – Ann Swinker, Helene McKernon. Equine Industry Surveys of Resistance to the Implementation of Equine Identification. A copy of the study was distributed to the members of the ESWG. This will be peer reviewed and published and will be presented in July at the Animal Science meetings. The Study included: Educational Activities 4 –H Online surveys – veterinarians, shoe & event managers, horse owners poll, California AQHA members. Mailed Surveys: Equine owner (25 states), Amish Community Conducted in PA, PSU Quarter Horse Sale. On the written survey more than 50% reply rate. 2 key points out of all the survey Horse Owners – Opinion of NAIS 32% opposed, 16% in favor, 52% unsure Over 23,000 have been exposed to the NAIS, not through surveys but education 4-H Youth Program Register the premise Microchip the horse trace the movement Comments: Billy Smith was asked how AQHA is progressing with a microchip program. He commented that they feel that to sell a program to the AQHA members there will need to be some value added component. The cattle industry comments are similar. Ann Swinker has a group of people that are having a forum on equine diseases in PA; they want to cover importance of animal ID is controlling disease. She would like an ESWG representative to present at this meeting. The ESWG will meet at some point after the proposed new USDA rules so we can review the proposal.
